New EU rules would mean vehicles should be designed in such a way that as many parts as possible can be removed and be replaced, reused, recycled, remanufactured or refurbished so that they don't end up on the scrap heap. Manufacturers would have to cover the cost of collecting and treating vehicles that have reached the end of their life.
